The 26th ASEAN-OSHNET Coordinating Board Meeting (CBM-26)

The 26th ASEAN-OSHNET Coordinating Board Meeting (CBM-26) was conducted on the 4th September 2025, Thailand chaired the meeting, with Vietnam serving as Vice-Chair. National focal points reported progress on projects and activities under the ASEAN-OSHNET Work Plan 2021–2025. The meeting also discussed and agreed on the development and integration of the new ASEAN-OSHNET Work Plan for 2026–2030. The approved Work Plan vision is:

“ASEAN-OSHNET as an effective network in fostering a safe and healthy working environment to bring about a productive, competitive, and resilient workforce towards a better quality of life.”

Four Focus Areas were established in order of importance:

  1. Improved OSH Standards and Practices for High-Risk Activities and Hard-to-Reach Sectors
  2. Strengthened Occupational Health at the Workplace
  3. OSH for the Future of Work
  4. Leveraged Technology to Improve OSH.

The meeting also included presentations and discussions with representatives from external partners, including the People’s Republic of China, the Republic of Korea, Japan, the International Labour Organization (ILO), the International Association of Labour Inspection (IALI), the Asia-Pacific Occupational Safety and Health Organization (APOSHO), the International Social Security Association (ISSA), and the Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC), with a view to exploring avenues for cooperation, technical assistance, and related resource support.

The 6th ASEAN-OSHNET Awards & The 12th ASEAN-OSHNET Conference

The 6th ASEAN-OSHNET Awards was conducted on the 3rd September 2025 in conjunction with the 12th ASEAN-OSHNET Conference, held under the theme “Advancing Innovation and Technology towards Sustainable Occupational Safety and Health (OSH)”, organized by the Occupational Safety and Health Division, Department of Labour Protection and Welfare, Ministry of Labour of Thailand.

The 6th ASEAN-OSHNET Awards aimed to honor companies with high standards of OSH, while encouraging other companies across the region to raise awareness of the importance of safety and health in the workplace.

This year, a total of 9 companies received the ASEAN-OSHNET Excellence Award as follows:

  • Lane Xang Minerals Limited Company – Lao PDR

while 7 companies were presented with the ASEAN-OSHNET Best Practice Award as follows:

The 12th ASEAN-OSHNET Conference comprised the following activities:

– Keynote Presentation: Global Effort to Ensure Decent Work in the Digital Platform by Dr. Yuka Ujita, Senior Occupational Safety and Health Specialist, International Labour Organization (ILO).

– Panel Discussion: Advancing Innovation and Technology towards Sustainable OSH with participation from Indonesia, Malaysia, the Philippines, and Singapore, moderated by Thailand. Each country presented how innovation and technology are applied to improve national OSH practices, as well as how they address challenges and opportunities arising from artificial intelligence and automation.

– Presentation and Sharing of Best Practices. This session highlighted the benefits of implementing occupational safety and health management systems in ASEAN companies that received the ASEAN-OSHNET Excellence Awards. Exhibition booths were also set up to share best practices in OSH implementation by awardees.

The Pre-Work Session on Development of OSH Scorecard for AMS

The Pre-Work Session on Development of OSH Scorecard for AMS was held on the 2nd September 2025, hosted by the Occupational Safety and Health Division, Department of Labour Protection and Welfare, Ministry of Labour of Thailand.

The meeting was convened to clarify the background and objectives of the development of the ASEAN-OSHNET website and OSH scorecard system. It also presented the website design, access and usage procedures, and introduced the new scorecard system. Participants actively engaged in the sharing additional comments on various issues to support further improvement of the website and scorecard system.

The 25th Coordinating Board Meeting (CBM-25)

The 25th Coordinating Board Meeting (CBM-25) of the ASEAN-Occupational Safety and Health Network (ASEAN-OSHNET) was organized by Singapore’s Ministry of Manpower and took place from September 11-13, 2024. The event featured the 11th ASEAN-OSHNET Conference, the 5th ASEAN-OSHNET Awards Ceremony, and a Policy Dialogue on Enhancing Safety through Global Supply Chains. Representatives from ASEAN Member States (AMS), the ASEAN Secretariat, the ASEAN-OSHNET Secretariat, Timor-Leste, and external partners attended the meeting. 

This meeting aimed to provide updates on the progress of implementing projects and activities under the ASEAN-OSHNET Work Plan 2021-2025. A key highlight was the approach to ensure that all ASEAN Member States (AMS) have the opportunity to organize the Awards when they host the annual Coordinating Board Meeting (CBM). The meeting also focused on developing the new ASEAN-OSHNET Work Plan for 2026-2030 and presenting national, regional, and international OSH events in the region. Open sessions allowed ASEAN-OSHNET’s external partners to share information about their cooperation with ASEAN-OSHNET, including representatives from the International Association of Labour Inspection (IALI), the International Labour Organization (ILO), the Asia Pacific Occupational Safety & Health Organization (APOSHO), the Ministry of Emergency Management of China (MEM), the Ministry of Health, Labour and Welfare of Japan (MHLW), the Korea Occupational Safety and Health Agency (KOSHA), and the International Social Security Association (ISSA).

At the final session, Mrs. Watcharee Makwarn, Deputy Director-General of the Department of Labour Protection and Welfare of the Ministry of Labour of Thailand, confirmed the country’s readiness to host CBM-26 and related events in 2025

The award was presented at an event organized by Singapore’s Ministry of Manpower, which also featured the 11th ASEAN-OSHNET Conference, a Policy Dialogue on Enhancing Safety through Global Supply Chains, and the 25th ASEAN-OSHNET Coordinating Board Meeting.

The ASEAN-OSHNET Excellence Awards honor companies across the ASEAN region for their achievements in occupational safety and health. The awards highlight outstanding practices and contributions that support the region’s goal of fostering a skilled and competitive workforce.

ASEAN-OSHNET Policy Dialogue on Harnessing the Potential of Global Supply Chains to Improve OSH In ASEAN

Thursday, September 12, 2024 The emergence of Supply Chain Due Diligence laws, particularly the German Supply Chain Due Diligence Act, has significant implications for occupational safety and health (OSH) across ASEAN Member States (AMS). These laws compel companies to not only focus on human rights but also ensure that workplace safety standards are upheld throughout their supply chains


The integration of Supply Chain Due Diligence laws into the regulatory frameworks of AMS offers a unique opportunity to enhance occupational safety and health across the region. By leveraging insights from Germany, the EU, the ILO, and ISSA, AMS can develop a unified approach that not only addresses human rights issues but also significantly improves workplace safety standards. This holistic approach will ultimately benefit both workers and enterprises, fostering a safer, more sustainable working environment across ASEAN.

11th ASEAN-OSHNET Conference and The 5th ASEAN-OSHNET Awards Ceremony

The 5th ASEAN Occupational Safety and Health Network (OSHNET) Awards Ceremony was held on September 11, 2024, organized by Singapore’s Ministry of Manpower, in conjunction with the 11th ASEAN-OSHNET Conference under the theme of WSH for Business Sustainabilty

The ASEAN-OSHNET Awards honored eighteen organizations nominated by the labour ministries of ASEAN Member States. These awards celebrate organizations that demonstrate excellence and innovative practices in promoting workplace safety and health standards. This initiative underscores the commitment of ASEAN countries to enhance occupational safety and health, while fostering a culture of well-being in the workplace. The recognition of these organizations serves as an inspiration for others to adopt best practices and prioritize the health and safety of their workers.

Mr. Tan See Leng, Minister for Manpower of Singapore, presided over the awards ceremony, honoring organizations for excellence and best practices in occupational safety and health. This year, 18 enterprises from 10 ASEAN member countries were recognized for their outstanding achievements in this field. All awarded organizations serve as excellent role models in safety practices and inspire other businesses to improve working conditions for greater safety. This, in turn, ensures a safer working environment for employees, enhances their quality of life, and positively contributes to the sustainable operations of companies.

The 10th ASEAN-OSHNET Conference

The 10th ASEAN-OSH Network Conference was hosted by the Department of Labor and Employment of the Republic of the Philippines, conducting a hybrid platform on September 14th, 2023, in Quezon City, the Philippines. The conference, under the theme “Incorporating OSH as a Fundamental Principle and Right at Work in the ASEAN,” focused on

I. encouraging the exchange of ideas, knowledge, and best practices and harmonizing OSH standards and practices with international norms, ensuring the prioritization of the health and safety of workers across our region.

II. Developing initiatives and plans of the ASEAN Member States (AMS) in advancing safety and health at work as an integral part of national policy, taking into account the measures taken by the AMS to adapt to and address the OSH challenges that have emerged during and after the pandemic.

The conference also brought together government representatives to facilitate discussions, knowledge sharing, and collaborative efforts toward developing and implementing effective OSH policies and programs that create safer and healthier work environments for all. The conference was attended by representatives of ASEAN Member States (AMS), the ASEAN Secretariat, the ASEAN-OSHNET Secretariat, external partners, and awardees from 1st – 4th ASEAN-OSHNET Awards.

24th Coordinating Board Meeting of the ASEAN-OSHNET

The 24th Coordinating Board Meeting (CBM-24) of the ASEAN-Occupational Safety and Health Network (ASEAN-OSHNET) was chaired by the Department of Labor and Employment of the Republic of the Philippines, the host of the hybrid meeting on September 13, 2023, in Quezon City, the Philippines. The conference was attended by representatives of ASEAN Member States (AMS), the ASEAN Secretariat, the ASEAN-OSHNET Secretariat, and external partners.

This conference aim to update on progress of implementations of projects and activities under the ASEAN – OSHNET Work Plan 2021-2025, and presented the national, regional, international OSH events in the region. There was open-sessions that allowed ASEAN-OSHNET’s external partners shared information on their cooperation with ASEAN-OSHNET, such as International Association of Labour Inspection (IALI), International Labour Organization (ILO), and Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC).

In the ASEAN-OSHNET Secretariat rotation session, Mr. Niyom Songkaew, Director-General of the Department of Labour Protection and Welfare of the Ministry of Labour of Thailand, which had held the ASEAN-OSHNET Secretariat for three years (2020-2023), handed over the ASEAN-OSHNET Secretariat to Vietnam, the new ASEAN-OSHNET Secretariat. The last session was about Singapore that will be ASEAN-OSHNET chair and host country of the CBM-25, and the 11th AOC announced the date and venue of the events in 2024.

ASEAN-CHINA Forum on Work Safety Cooperation in Nanning

The ASEAN-China Forum on Work Safety Cooperation conducted in Nanning, capital of Guangxi Zhuang autonomous region, between 4th – 5th Dec 2023 hosted by Ministry of Emergency Management (MEM), People’s Government of Guangxi Zhuang Autonomous Region, PRC and Department of Labor and Employment of the Republic of the Philippines.

The event arranged under the theme of Prevention and Safety First to provide a platform for deepening ASEAN-China occupational safety cooperation. It also highlights issues such as safe production supervision, inspection and law enforcement. There were opportunities to enhance cooperation in this area to strengthen exchanges of knowledge and experience in prevention policies, best safety practices, and latest technological solutions and jointly prevent occupational injuries and accidents.

ASEAN Labour Ministers’ (ALM) Work Programme 2021-2025

Representative of ASEAN-OSHNET Secretariat (Mr. Saksil Tuladhorn) and ASEAN-OSHNET Member States attended to Workshop on the Mid-Term Review and Strategic Planning of the ASEAN Labour Ministers’ (ALM) Work Programme 2021-2025, on 3-7 July 2023, in Boracay, the Philippines.

The Workshop will provide an avenue for ASEAN Member States to reflect on the programme priorities and whether the intended outputs and outcomes were achieved and contributed to the realization of the ASEAN Community Vision 2025. The strategic planning will also allow ASEAN Member States to exchange views with ASEAN partners on cooperation and support.

A number of regional activities will be also held in conjunction with the workshop:

• Launch of Audio-Visual Production (AVP) on Public Campaign on Safe and Fair Migration in ASEAN;
• Launch and Workshop of the ASEAN Employment Outlook; and
• Second ASEAN-EU Dialogue on Safe and Fair Labour Migration.

Workshop on the Development of the Guidance Document of the ASEAN Declaration on Promoting Competitiveness, Resilience and Agility of Workers for the Future of Work that had been conducted on 22 May 2023,

ASEAN Guidelines on HIV Counseling and Testing in The Workplace

ASEAN Guidelines on HIV Counseling and Testing in The Workplace aims to promote access to early voluntary, confidential and rights-based HIV testing in the workplace and best practice sharing which is essential workplace action for enterprise in the prevention and management of HIV and AIDS in ASEAN member states.

Workshop and Launch of the Research Report on Economic Justification of (OSH)

On December, 13 2022, Indonesia conducted the Workshop and Launch of the Research Report on Economic Justification of Occupational Safety and Health (OSH) Programs in the Construction Sector as a host country to share the result, conclusions and recommendations of the finalized and endorsed research report. The presentation was given by Dr. Hardianto Iridiastadi and team.

In brief, this collaborative study provided evidence that careful economic analysis indeed resulted in justified OSH programs. Through careful economic evaluation, managers and project owners should not be hesitant in designing and providing much safer and healthier workplaces, even though the resulting OSH programs could initially be seen as an economic burden to the company. Safe and healthy workers should be used as a competitive advantage that will lead to more productive work and, eventually, more sustained businesses in this competitive era.

Workshop and Documentation of Best Practices on Occupational Safety and Health (OSH)

The Ministry of Labour and Vocational Training of Cambodia with technical assistance from the ILO hosted the Workshop and Documentation of Best Practices on Occupational Safety and Health (OSH) in SMEs and Informal Economy among ASEAN Member States on 17-18 October 2022. The workshop was attended by all ASEAN Member States (AMS), ASEAN +3 Countries, ASEAN Secretariat, ASEAN-OSHNET Secretariat, Representative from ASEAN Trade Union Council (ATUC), ASEAN Confederation of Employers (ACE) and International Organization.

H.E. Dr Ith Samheng, Minister of Labour and Vocational Training of Cambodia, delivered the opening remark. He extended his warm welcome and appreciation to all delegates to the workshop. The workshop aim to provide a platform to explore the context that ASEAN Member States face in attempts to improve OSH in SMEs and informal economy. The agenda is purposed to share good practices and lessons learned that may be drawn from the use of these mechanisms, with a view to better designing future strategies for improving OSH in SMEs and informal economy. Based on valuable implementation experiences, the consensus will be built on the need for further synergies in developing a common approach to protection and promotion of safety and health of workers in SMEs and informal economy and promote the ratification and effective implementation of the Occupational Safety and Health Convention, 1981 (No. 155) and the Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187).

THE 8th MEETING OF THE ASEAN BCA and 4th ARROW AWARD on 12 – 13 OCTOBER 2022

The ASEAN BCA was established as a follow-up from the SLOM-WG-HIV workplan for 2011-2015. The platform aims to strengthen the role of the business community in meaningful partnerships among tripartite partners in ASEAN Member States towards zero HIV infection, zero discrimination, and zero AID-related deaths.

The 8th Meeting of the ASEAN BCA on Day 1 aims to update the progress of each ASEAN Member States, and to share best practices in continuing protection of workers with HIV in the transition from pandemic to endemic. Day 2 for the 4th ARROW Award to celebrate the achievements of nominated winners from AMS with exemplary prevention and control programs on HIV and AIDS in the workplace.
